Who should be eligible to receive grants? Community Colleges? 4 year institutions? 4 year institutions only with articulation agreements with Community Colleges? If 4 year institutions, does the z-degree have to be a full degree program? What are attractive and effective options?

I would love to see more partnerships in OER adoption. For example, it would be neat to ask community colleges and four year institutions to partner to lead to more flexible degree options. How cool would it be to have a pathway all the way from developmental education through completion of some degrees with no traditionally published textbooks? However, I also see a lot of merit in multiple types of institutions having access to ZTC support and funding.
